Crafting and QR

When assigning powers to an item being crafted does it reduce the final QR? Or, does the QR just act as a cap for the powers being added without the final QR being adjusted?

Think of the QR as a currency to be spent buying the upgrades. The MAX QR is the Quality Rating of the item and remains that value whether you spent the QR on upgrades or not.
