Two ways to handle this:
#1 If the player is a min-maxer, I'd play with a "no carry-over rule" since it can be abused.
#2 If the player is a regular player, then I'd allow carry-over.
If you have 2 Stalos in the group, one a min-maxer and the other a regular player, I'd choose rule #2 for both.
