Nether Touch is listed twice on the active power board (1S of center and 1E of center). Is this intentional?

Kraken, good eye.

tldr: It should be used as listed.

My original design was intended to make low level gate powers easy to use. New players will start with low powered gates at 6 or 12 levels- so in order to help them, I wanted some duplication of powers so they can just bind the same power to another Trait. It makes it simpler for them, as they can choose to have less variety of powers, and draw and play the bread-and-butter powers. So our initial creatures that were gate-friendly all had some duplications of active powers in the centre of the board. As we pruned the monsters list for the Core Rulebook, most of them were cut. But two of them that had made it in were entered as stand alone creatures (not gated). However through some test playing, the black skeleton became a Seithkona specialization gate and the Troll also became gatable via a few boards. I really liked the layout of their boards so I didn't tinker with them. When you'll see new gated creatures added to future books, we'll most likely have some inner board duplications on the Actives. Hope that clears things up! :)

ps. At trick for new players: pre-create a bunch of different types of builds so you don't hold up the combat when you cast gate. Make some build aggressive, others more support-like. This way you have a Swiss army knife of gate types
