Anyone know if Hero Lab would be a good fit for automated dweller creation?

yes, though you would probably have to construct a randomizer. There is a thread about how it tends to make things unusable in other systems from about 5 years ago.

One thing that would be a very strong fit for it would be being able to build a library and import it. It is also a very handy player tool, particularly if you are tracking your character. I could easily see it tracking Disir level, all the different boards your character has access to (here's looking at you Go∂i), and autocalculating meta effects.

We used it in Shadowrun and it was practically essential for it.
