So, I know that when the Area Meta is applied, by default, ALL within 2 Hexes (including the userZ) are effected by the power. I know that a second Area Meta can be applied to specify only friends or foes. But I was wondering if anyone could clarify it for me a bit.

Devour Thought just says Deal 2 Damage and Heal +4. If the Area Meta is applied, how would this work? Would all within 2 Hexes take both the Damage and be Healed? Do you ALWAYS have to use two Area Metas to control what happens to whom?

To generalize this a bit, what happens when an Active Power has the Area Meta applied and it has two effects - one detrimental and one beneficial?

Also, do any of the pronouns in the DESCRIPTION matter? Or is that literally just descriptive text?

First off, the "description" section is just flavour text. Use as much or as little as you'd like, but none of it is mandatory.

The "effect" section is what's important for the rules.

You can choose targets in 2 scenarios:
1) It's a spell song power
2) you use one of the area metas to call out specific targets

Your understanding was correct, both effects trigger on everyone involved by the area meta(s), unless it's a spell song, or an area meta was played for the specific effect of choosing targets. Despite getting healed, the detrimental will still take effect in Devour Thought: The mental damage will knock runes out of In-Hand, In-Play or Contingency.
