I read Tactical Advantage as giving a free move action during Upkeep (text says "perform a move action during Upkeep"). One of my party members is arguing that you still play a rune to move, you just get the benefit of moving before everyone else is allowed to. Obviously, I COULD pull the "I'm the Norn, what I say goes," dick move, but I don't wanna necessarily be that guy. So can I get some feedback on how you guys interpreted it?

Pretty sure your player is wrong on this one. It does not say that you can spend runes at all. It's a passive power, and they don't normally involve rune expenditure. There are a raft of other abilities that can happen during upkeep due to a passive power, and none of them have a rune cost.

So, no, no rune cost. You get a move during upkeep. You can't spend runes to make it further or anything. It is affected by things that affect move actions. The upkeep phase description even mentions free movements.

Yup the Move action is free.

As for the "dick move", from 30+ years of RPG experience, I think a basic rule around the table should be: if a rules concensus is not reached within 120 seconds of debate/research, the GM makes a ruling for the rest of tyhe game session and play continues. Before the next game session, any and all players are free to continue the research/debate until a consensus can be reached.

This keeps your game flowing with minimal rules-lawyering.

Also make you player read the complet entry on this passive. It says in the description ... performing a movement during Upkeep without needing to play any runes ... P 287 CRB

I'm on the same page as Andrew, unless Andrew is at my table ;)

Only. Problem is he likes to interpretate shit his way and argue inaccuracies. But sometimes, like with this one, he's just plain wrong.

Well then do like Andrew says and make a ruling during the game fast to keep the flow and story going. Then after the game and before the next game have everyone discuss the ruling and come to a consensus.

I am with Andrew on this. If a answer can't be found within 2 minutes then make a judgement call and move on. No point wasting 30 minutes of game time trying to figure it out. My players have always been ok with this. They and I are all mature enough to admit who was right or wrong later outside of game.
