is that a +1 flow per position you shift, or +1 flow per shift? Thinking about amplified formulating attack which, by RAW, increases that initiative shift (it's a number, therefore it amps)

The language could be problematic.

Look at the other Insistence X powers and the closest in intent is Insistence for Humility. The goal of all of the Insistence X powers is to grant +1 Flow per rune chain. It should be clarified to state: "...after playing a rune-chain which results in your Initiative rank changing, you gain +1 Flow".

You mean it would not trigger from passive powers that let you change initiative during upkeep for free?

How about multi metas with the other Insistence passives? Say you knock back 3 opponents with the same rune chain, could you get 3 flow from that?

You touch upon a very interesting discussion we had when we were BETA testing this. Most BETA testers tried to squeeze the lemon and get as many free Wyrds as possible, but the majority wanted it to be skill based rather than "free". As a result we wanted to limit it to Active powers and Insistence for Time was the only 'insistence' power with the missing verbiage to be clear about active power. In other words, the majority of BETA testers agreed that a combo between 2 passives was missing the strategic element that makes the Stalo the ultimate tactician (passive power mention intended ;) ).

Multi would definitely be OK to trigger Flow and it encourages smart and strategic play which we wanted for this archetype. Basically make the player work for the Flow, it shouldn't come for "free".
